Hi sleepyredmoo,
this is what I found on Jim Breens Online Dictionary
1) 伝承 【でんしょう】 (n,vs) transmission; hand down (information); legend; tradition; folklore; (P)
2) 香味 【こうみ】 (n) smell and taste; flavour; flavor

The writing is to be read from top to bottom for it to make sense, but I'm not entirely sure whether it should be read from right to left or from left to right. It's not because standard top to bottom writing is right to left that this is always the case. Anyway. It could mean:

from right to left: flavour tradition (although there should be a "no" particle between denshou en koumi then.)
from left to right: traditional flavour, here a "no" particle is also missing between the two nouns. anyway, pick whichever interpretation you like, I think traditional flavour makes a lot more sense.

Hiroshige is in reference to ukiyo-e artist Hiroshige, the image on the package is part of his series "36 views of Mount Fuji", a larger image of this can be found here.

Part of the problem may also be that the English stuff is a sticker over some Japanese stuff. I think you might be able to peel off the English sticker? I know you can for the ones on the back though it takes patience. Traditional flavor or flavor tradition both make sense though it would be interesting to see if there is more. Unfortunately I don't think I saved my Hiroshige package when I emptied the last one.

I have an old bag of Hiroshige (I have a thing about saving the old bags). It's just a blank white rectangle with yellow green trim around it under the English sticker.

I was hoping there was more too! Ah well!

But here's another mystery about this bag. It says "Shizuoka Fukamushi Sencha". I thought all of Matsuda-san's tea came from Uji... shock

Hmm, do you have more Hiroshige? Could it have been a one time thing? We'll have to ask them. See what happens when we go unpeeling labels... the screen behind the mirror indeed.

That's an interesting thought! The new shipment of tea didn't include any Hiroshige...

This is something I must look into! Although I think it's getting a little off topic here.

what's on the back? i didn't see anything when i peeled the sticker off just now, but it was a pretty rough job, alot of stuff still stuck on there
